Simon Milnes joins Attorney General’s C Panel of Civil Counsel

Simon Milnes has been appointed to the Attorney General’s C Panel of Civil Counsel, with effect from 1 March 2019. He joins Tom Leary and John Bethell, along with seven other barristers at 20 Essex Street who are already members of the Attorney General’s Civil and Public International Law Panels: Julie Anderson, Guglielmo Verdirame, Angharad Parry, Penelope Nevill, Kate Parlett, Belinda McRae and Philippa Webb.
Members of the Attorney General’s Panels are instructed to advise and represent Her Majesty’s Government in all areas of legal work, including the most high-profile government litigation.
Simon specialises in international dispute resolution, especially in the fields of energy law, infrastructure and projects. He regularly acts in international arbitrations concerning Joint Venture and post-M&A disputes, power plant construction, oil rig construction, mining, commodities and insurance/reinsurance. Simon speaks and reads Mandarin, and regularly acts for Chinese clients both in the English Courts and in arbitration in Singapore, Hong Kong, London and elsewhere.
He also has an interest in public international law, including human rights law and environmental disputes. Simon has represented clients in an arbitration and related court proceedings against a sovereign State, and advised on cases concerning the Law of the Sea, human rights, international environmental law, the Paris Agreement on Climate Change, and international investment law.
